Info on stolen laptop, part 2

So today I was left wondering a couple of things. If you’ve read this blog previously then you know my name was one of the 300,000 plus names on a laptop stolen from Horizon Blue Cross Blue Shield health insurance. I received a letter notifying me of this information about three weeks after the laptop was stolen. My questions are this.
The laptop was stolen on January 5. Why did Horizon wait so long to announce the theft and inform those people that were  effected by it? Wouldn’t this lag in notification allow for time for the thief to do something with our personal information?
Horizon claims the laptop had names, addresses and social security numbers, but no medical information. Why would a Horizon employee have files that did not contain the medical information? For what reason would my name not be with my medical information? My husband has not yet received a letter. How is it possible that since he is under my plan his information would not be with mine?
I’m still contemplating this. There’s a lot of stuff going around my head on this.
