Channel volume

I am sitting here at the computer at my desk in the living room and my husband is 6 feet away watching television. My hubby loves to channel surf. He was watching something that ended at 2:30. By 2:40 he’d settled upon another channel whose volume seemed twice as loud as the last one. I finally have my proof he’s deaf, because this channel is twice as loud as the last one. I used to think the tv stations only altered volume at night, to wake up people that fell asleep in front of the tv. But now I’m not sure if it’s the stations or the shows. Does anyone know why this happens? The remote that controls the volume for the tv is a different remote than the one that controls the tivo. And hubby never keeps the volume one with him, so he’ll sit there oblivious, with the tv blasting. I wonder if there’s a tv that you can set your preferred volume and it adjusts itself.
